Allocation process
The main steps in the allocation process of issuing land under leasehold are as follows:
- The availability of plots is shown on this website under Plots. Green plots are available; orange plots are under option. Minimum building volumes and land prices are also listed there. Anyone who meets the sector requirements can, in principle, acquire a plot on a first come, first served basis.
- An intake meeting will then take place with the landowner (depending on the area, this will be either Leiden University or the Municipality of Leiden), during which the applicant’s request and the possibilities for establishing a business at the park will be discussed (including the potential plot, issuance conditions, building options, and next steps).
- If there is any doubt, an assessment will be made to determine whether the proposed business fits within the sector plan for the park (see also the sector agreement on this website).
- The allocation process begins with the signing of a feasibility agreement between the organisation and the landowner. At this stage, the plot is reserved for the future leaseholder, who can then develop a building plan in consultation with the urban planning supervisor and the landowner.
- Once agreement is reached on the building plan, the leasehold agreement can be finalised.
There are two exceptions to the above process:

If a party applies to develop a multi-tenant building, an assessment will first be made to determine whether there is sufficient demand for additional rental office or laboratory space at the LBSP at that time. The potential issuance of land for such a multi-tenant building will always be published on this website.

A separate issuance process applies for institutions authorised under the Housing Act.
